Is money more important than everything else to some Republicans?

Why would they consider health care a responsibility for those who can afford it only? If someone works yet cannot get insurance are they then considered irresponsible according to Republicans?

If a program cost a lot of money and taxes had to be raised but this program was in line with their “values”, would Republicans approve of the program even though the cost was high and taxes were raised?
